This could spell trouble for public colleges and universities, which historically have shouldered disproportionate funding cuts during economic downturns. And this could threaten gains made in student access, success, and equity.
In this moment, states and their institutions can plot a different course, to prioritize limited resources, invest in evidence-backed practices, and promote new ways of serving students.
